        Under concern, attention and support of the State Commission for Development & Reform, the provincial government and provincial Commission for Development & Reform, and through effort of the Panax Pseudoginseng Industrial Park Management Committee, Prefectural Planning Commission and Wenshan County Development & Planning Bureau, and the project developer, the Wenshan Panax Pseudoginseng Int'l Trading Center project has got through the preconstruction activities of feasibility study, project establishment, planning and preliminary design. Now, we hold its Construction Start Ceremony here. It marks construction of another major project of the local panax pseudoginseng industry is kicked off. On this occasion, I, on behalf of the Wenshan prefectural CPC committee and prefectural People's Government, would like to extend congratulations on commencement of the construction!
        The panax pseudoginseng industry is a preemptive industry on agenda of the prefectural government, also an industry with most distinguished feature and competitiveness in our prefecture. That's why, the prefectural CPC committee and prefectural People's Government have further strengthened management of the panax pseudoginseng industry, and relevant departments have reached consensus. What's notable, the industrial regulators have stepped up their effort to ensure that the policies and measures are got through and implemented, thus having pushed fast development of the panax pseudoginseng industry. In 2003 the prefectural panax pseudoginseng industry booked gross output value of RMB 750 million yuan. This year's gross output value is expected to hit RMB 800 – 1000 million yuan. Our prefecture is reputed as the origin, main production area and terminal of panax pseudoginseng. But, to make our panax pseudoginseng industry stronger and bigger, create a Wenshan panax pseudoginseng brand, and introduce panax pseudoginseng to the global market, we must further normalize the circulation order of our panax pseudoginseng and its products, so as to ensure the product quality and improve the creditability of Wenshan panax pseudoginseng. That's why the prefectural CPC committee and prefectural People's Government decide to construct a Wenshan Panax Pseudoginseng Int'l Trading Center in the park, so as to change the cramped, dirty and chaotic condition of the current panax pseudoginseng trading place. We aim to build up a modern and specialized market with considerable size and class, matching value of local panax pseudoginseng, and adaptive to domestic and global product trading means. In a word, we want to build up China's largest panax pseudoginseng and panax pseudoginseng product trading platform. Construction of the Wenshan Panax Pseudoginseng Int'l Trading Center will have far-reaching meaning for implementation of the state Standard for Wenshan Panax Pseudoginseng, protection of origin of specie and GAP-compliant planting management, streamlining of the local trading order of panax pseudoginseng and relevant products, normalization of the trading behaviors of the planters and dealers, assurance of the product quality, maintenance of the image of Wenshan panax pseudoginseng, creation of Wenshan panax pseudoginseng brand, introduction of Wenshan panax pseudoginseng to the world, and expansion of the panax pseudoginseng industry.
        We hope the project developer to follow the project construction procedures and requirements, raise the fund necessary for the project, organize the construction work, strengthen project management, and complete the construction works perfectly and on schedule. The relevant departments, especially the prefectural departments and relevant Wenshan regulators must give full support to construction of this project, further match the thoughts on prefectural CPC committee and prefectural government's decision on acceleration of development of the panax pseudoginseng industry, and make concerted effort to facilitate completion and early service of the Wenshan Panax Pseudoginseng Int'l Trading Center.
